How to read this

Each country is coded with a rough “RoO burden index” — not a WTO metric, but an analytical score: how much it is subjected to restrictive rules of origin when exporting into core markets, versus how much it writes and benefits from those rules.

In all views, blue = rule-makers / core. Orange and red track different layers of constraint on the periphery. Grey = not yet coded or in-between cases you might want to debate on stream.
